Your understanding is correct. Even though neuroscientists think/hypothetisize the way you understand and there is nothing wrong with it as aspiration. I have my doubts in the hypothesis as I look at the point from a broader perspective with an out of box thinking which scientific methods cannot handle yet. So far with tis limited capacity, parapsychology made much better progress than neuroscience in this context even though the findings are publicly not understood yet.
