Your observations are spot on. Disappointments prevail in foreign countries. However, they are not exclusive to specific countries. They happen even in the most developed and highly regulated countries. I agree that governments should invest more to protect innocents tourists. While some countries have rigorous regulations, in some countries, thieves just get a few months in prison and then released, as if they are encouraged to continue crime.
