This shouldn't happen to a prolific writer and editor of multiple publications. It used to happen to our editors annoying and demotivating them so badly. But finally Medium removed the restrictions after multiple complaints. I believe it is a new bug as many editors publish over 15 stories. I hope your problem is get resolved soon.
