You ask very important question. consequential stranger is term coined by one of my friends Melinda Blau who is a reputable writer and best seller of many books. She wrote a book about it. She also contributes to my publications on Medium.

A consequential stranger is someone we meet and have small talk with open heart which leads to a lifetime friendship.

For example I met Piotr on a train trip whose head fell over my shoulder after a stressful day. We had a brief chat which led to a lifetime friendship. I documented my experience in a story which might give you an idea on this interesting concept.
